Review of Hazard Mitigation Investment Decision Making: Organizational Response to Legislative Mandate

James Fielding Smith, American Public University System

Abstract

This book is a bold, valuable contribution to the little-developed field of how decisions are made--or not made--to invest in mitigation. It has stylistic and methodological flaws that impeded its general usefulness, but it should be widely read. Ultimately, the book highlights the great conflict between private enterprise efficiency and public vulnerability, the key question in funding mitigation for major hazards like earthquakes and terrorism.
