To Intervene or Not to Intervene, That is the Question

Abstract

The prohibition against intervention in the affairs of other sovereign states has been modified by licences permitting intervention for the purpose of combating external aggression or gross violations of human rights. Additionally, a norm which would mandate humanitarian intervention may be evolving. Because these changes lack principled legal bases, any intervention runs the risk of triggering large-scale armed conflict.
