Summary

Careers of smokers almost always start in youth, and as a result, the tobacco industry reaps large returns from each cigarette smoked by children. An additional tax on cigarettes smoked by minors commensurate with the social damage and declining with a smoker's age should and can be introduced, according to Michael Adams.
