The Tax Reform Proposals: Some Good Ideas, but Show Me the Money

Leonard E. Burman, Urban Institute
William G. Gale, Brookings Institution

Summary

The President's Advisory Panel on Federal Tax Reform has submitted an important set of proposed structural changes that would generally move the tax system in the right direction. However, at the tax rates the Panel proposes, the plans will not bring in the revenue the U.S. needs.

Erratum

On page 2, column 2, the "not" in the sentence "Finally, the proposals would not be massive budget gimmicks." is a typographical error. The sentence should read "Finally, the proposals would be massive budget gimmicks."
